The Government Decision No. 1.506/2024, published in the Official Gazette No. 1185 on 28 November 2024, establishes the gross minimum wage per country guaranteed in payment.  Starting with 1 January 2025, the gross minimum wage will be RON 4,050 lei per month for an average working schedule of 165.334 hours per month, equivalent to ca. RON 24.5 /hour. This amount does not include bonuses or other additional benefits.


Please be advised that these provisions do not apply to the agricultural sector and the food industry, where the gross minimum wage remains at RON 3,436 per month, according to Emergency Ordinance No. 93/2023, nor to the construction sector, where the gross minimum wage is maintained at RON 4,582 per month.

Starting January 1, 2025, for full-time employees earning the statutory minimum wage, the net monthly salary will increase by RON 211 up to a total net amount of RON 2.574 per month, while salary taxes will rise by RON 146. For employers, the cost per employee will increase by RON 357 per month.

Additionally, the minimum wage rise will have other implications:
  • Increase the contribution for non-employed persons with disabilities, calculated based on the new minimum wage;
  • Increase the ceiling for pension (CAS) and health (CASS) contributions related to extra-salary income, set for 2025 based on the minimum wage of RON 4,050. For 2024, the ceiling is calculated at the level of the minimum wage of RON 3,300 applicable as of May 25, 2024;
  • Increase the income norms for self-employed activities, imposed on the basis of income rules.
