RO e-Transport System

The Emergency Ordinance (GEO) no. 115/15.12.2023 introduced the obligation to declare in the RO e-Transport System the data related to the international transport of goods, regardless of the category of transported goods. Thus, the pre-existing obligation (i.e. relating to goods with a high fiscal risk) has been extended to all the goods transported for import/export/intra-community acquisitions / intra-community deliveries.


The obligation to declare in the RO e-Transport system the data related to the international transport of goods lies with the following users: 
  1. to the recipient mentioned into customs declaration for import, respectively to the sender mentioned into the customs declaration for export, for the goods that are the subject to import or export operations, as the case may be; 
  2. the beneficiary from Romania, in the case of intra-community acquisitions of goods; 
  3. the supplier from Romania, in the case of intra-community deliveries of goods;
  4. the depositary, in the case of goods that are the subject of intra-community transactions in transit, both for goods unloaded on Romanian territory for storage or for the creation of a new transport from one or more consignments of goods, as well as for goods loaded after storage or after creating of a new transport on the national territory from one or more consignments of goods. 

To generate the unique code for transport (i.e. UIT code), the above-mentioned users can declare in the RO e-Transport System the data related to the transport of goods by maximum 3 calendar days before the declared date for the start of the transport, but until the arrival at the border crossing point at the entrance in Romania or at the place of import, respectively the actual setting into motion of the vehicle, as the case may be. 

The transport operators are obliged to equip the transport vehicles with telecommunication terminal devices that use satellite positioning and data transmission technologies, on which the software of the National Center for Financial Information is installed.  Furthermore, the transport operators have the obligation to ensure, throughout the entire route, the transfer of the current positioning data of the transport vehicles that are the subject of the declaration. 

The driver of the transport vehicle is obliged to turn on the positioning device before starting a transport on the national territory, respectively to stop the positioning device only after delivering the goods to the declared place of delivery or after leaving the national territory. 

Starting from July 1, 2024, the non-compliance with the obligations to declare the international transport of goods in the RO e-Transport system is sanctioned with a fine from RON 20,000 to RON 100,000, in the case of legal entities, including the seizure of the equivalent value of the undeclared goods.
